What’s wrong with a Europe starting a second lockdown while in some parts Asia seems to have a better situation?
The reaction in Europe to respond to this second wave of the Covid19 pandemic seems most incoherent. Haven’t the lessons of the first wave been learned? An inertial incapacity to change a health system (developed after the WWII) which should be adapted to new economic, environmental and societal challenges in a globalized world?
Difficulties everywhere about organization of the everyday life (masks, hygiene measures, tests, remote teleworking, schools and university courses, administrations and health management), difficulties for citizens to combine individual freedom with collective interest.
Maybe a Marshall Plan for health, as we proposed for education, which could even be attached to it, would be necessary and efficient: to move forward towards a new approach to health in Europe, where we there are similarities in our health systems, institutions, social security and cultural approach to dealing with societal challenges.
In Europe we have a European Centre for Disease Prevention (ECDC) and Control and a European Center for Disaster Medicine (CEMEC). What is their role? Have they been taken into account in approaching the coronavirus crisis in Europe? In particular the CEMEC, since longtime responsible (by the Council of Europe and WHO) to mitigate the consequences of technological and natural disasters (pandemic crises such as Covid-19) through the dissemination of the culture of disaster medicine and the training of emergency workers.
